RSL collaborates with Econet to launch e-payment solution

MASERU – In a major step aimed at enhancing service delivery for Lesotho citizens, Revenue Services Lesotho (RSL), in collaboration with Econet Telecom Lesotho (ETL) – Ecocash, has launched an innovative e-payment solution.
With the help of this ground-breaking project, taxpayers will be able to pay their taxes more easily and conveniently. Speaking at the launch of the e-payment system on Tuesday, the RSL Commissioner General, ’Mathabo Mokoko, emphasised the importance of this development.
She stated: “This event marks a significant milestone in our ongoing journey towards digitisation and enhanced service delivery for the people of Lesotho.”
Mokoko elaborated on the partnership with ETL, saying integrating Ecocash into their e-payment system demonstrates RSL’s commitment to innovation and convenience. “Our collaboration with ETL to integrate Ecocash into our e-payment system is a testament to our commitment to innovation and convenience.
“This initiative is designed to simplify the tax payment process, making it more accessible and user-friendly for our clients. By leveraging mobile technology, we are not only keeping pace with- global trends but also ensuring that our services are more inclusive, reaching even those in the most remote areas of our country.”
Reflecting on past successes, Mokoko noted: “This launch comes on the heels of our successful integration with Vodacom Mpesa, which has already transformed how many of our clients interact with RSL.
“The positive feedback and increased uptake of Mpesa have been encouraging, and we anticipate similar success with Ecocash. As we continue our digitisation journey, I am proud to highlight the advancements we have made with our e-tax platform.”
She further added that the e-tax platform allows clients to file their taxes online, access various tax services, and obtain necessary certificates without the need to visit RSL offices.
“This transition to online platforms represents a significant step forward in our mission to provide efficient, transparent, and client-centric services.”
Acknowledging the challenges faced, Mokoko expressed gratitude for the dedication and hard work of the RSL team, along with the support from partners like Econet.
“The journey towards a fully digitised tax administration has not been without challenges. However, the dedication and hard work of the RSL team, coupled with the support of our partners like Econet, have made it possible to achieve these milestones. We remain committed to overcoming any obstacles and continuously improving our systems to better serve Basotho.” Mokoko also appreciated the patience and adaptability of their clients during this transition.

On the other hand, ETL General Manager Sasai Econet Financial Services, Lehlohonolo Matee, reiterated their commitment to leaving no Mosotho and no taxpayer behind.
“We intend to ensure financial inclusion for innovation. This is only the beginning, and we are willing to accommodate everyone, including people with disabilities, by seeking their opinions and producing tailor-made services to accommodate them.”
ETL General Manager Sales, Lebohang Ramaisa, said this year, Econet has embarked on a journey to spread internet access to over 200 communities in the country, ensuring they have a 4G network.
“We have launched the 5G network, and by the end of this year, we aim to spread the network within Maseru to ensure nothing stops taxpayers from paying their tax through the E-system.” Ramaisa highlighted the need for accessible devices and the challenges associated with their cost.
“ETL introduced Econet Prime, a smartphone to access 4G without any limitations, either data or otherwise. We are working tirelessly to ensure that even these kinds of services are available through WhatsApp with the use of AI.”
During the demonstration of how the e-payment system will work, RSL product owner, Moiloa Tota, explained the ease of use.
“To pay for tax, one will go to the website, then E-services>E-payment>E-number and password, then proceed. For national payments within Lesotho, one goes to Domestic>Individual income>enter amount>payment method>mobile money (Ecocash), then enter a registered number with Ecocash and the amount to be paid.”
Ramaisa said this new e-payment solution represents a forward leap in Lesotho’s efforts to modernise and streamline tax administration.
